A special committee of the whole this morning will look at budgets for economic development and doctor recruitment. It'll be followed this afternoon by the regular monthly meeting of council, where the budgets for water and sewer along with solid water are expected to pass. The city's portion of the property tax bill also includes operating and capital budgets.
